Preheat the oven to 350F.
Place the flour onto a lined baking sheet and spread it out evenly. Transfer to the oven and bake for 5 minutes. Remove from the oven and transfer to a bowl to cool completely.
Add the melted butter and brown sugar to a medium bowl. Mix until well combined (just a rubber spatula works great). Add the milk and vanilla extract and mix again.
Add the heat treated flour, pumpkin pie spice, and kosher salt.
Add the granulated sugar and cinnamon to a small bowl and mix until combined.
Use a small cookie scoop ( 1 tablespoon sized) to scoop out the dough. Roll the dough ball in your hands to form a smooth ball. Drop the ball into the bowl of cinnamon-sugar and roll until the entire surface is coated.
Use a toothpick to make the pumpkin lines: starting at the top, gently press the toothpick in just slightly, until it makes an indent. Press the toothpick from the top to the bottom, so there is a continuous line.
Continue to add lines, about 1/4" inch apart, until the pumpkin shape is complete. Add a mini chocolate chip on the top of the pumpkin to look like a stem. Repeat with the remaining dough. Enjoy!
